When Harry and Meghan landed at Birmingham Airport on 26 August 2026 with their children, cameras were waiting and questions were everywhere. They were coming back as kings and queens? Would it matter to them if they returned? King Charles said last week and he did it the old-fashioned way. He wrote a letter.
It was on behalf of the Lord Chamberlain Lord Benyon, the senior official in the royal household. It went to government departments, military officials and Lord Lieutenants, who are the monarch’s personal representatives across the country. The message was clear. Harry and Meghan are not working members of the royal family. They do not represent the Crown. They cannot use HRH titles. Their charitable work is their own private business, not the business of the monarchy. Moving back to Britain changes none of that.
The Lord Chamberlain described their situation as “like private citizens with commercial and charitable interests.””According to palace sources, the letter was sent “to avoid any uncertainty or misunderstanding.” In practice, what it did was head off any ambiguity before it became a problem.
As with any official handling of any events that involved royalty when the Sussexes returned, questions of protocol were inevitably asked. When members of the royal family undertake engagements in their respective areas, Lord Lieutenants are involved. They were interested in determining whether Harry and Meghan would regard their visit as a royal visit to a specific location. The answer is in the negative as stated in this letter.

Harry and Meghan stepped back from their official duties in January 2020, under what became known as the Sandringham Agreement, the arrangement worked out after the couple announced they were leaving front-line royal life. That deal was never reversed. The palace wanted to make sure nobody assumed it would be quietly undone now that the couple had relocated from California to Britain.
In 2020, the palace declared that the couple’s HRH titles were in “abeyance.” They technically possess them but do not employ them, and this letter does not alter that. Some coverage of their return had led to speculation that a return to British soil might soften the arrangement. It hasn’t, no.
In addition to that, the letter set clear limits on their charity work. Harry’s Invictus Games, the sporting competition for wounded veterans that he founded, is due to take place in Birmingham in 2027. Any activity associated with that or any other cause that the couple supports is conducted in their private capacity. No one should treat it as an official royal engagement, and no government or military body should extend them courtesies reserved for working royals without first checking with Buckingham Palace.
The security problem, still unsettled
The one area the letter could not resolve is security, and that was always going to be the case. When Harry and Meghan stepped back from royal duties in 2020, they lost their automatic entitlement to publicly funded police protection.Harry has endured numerous years of opposition in order to secure its restoration.
He has tried the courts. He argued that the prospect of bringing his family to Britain without armed protection was too perilous in a High Court challenge that ultimately did not go in his favor. Former Metropolitan Police counterterrorism chief Neil Basu said in 2022 that threats made against Meghan specifically were “disgusting and very real” and that people had been prosecuted over them. Harry offered at one point to pay for the protection himself, but that too was rejected.

None of that is altered by the letter from the Lord Chamberlain. It simply states that security decisions remain with the relevant police authorities and, specifically, with RAVEC, the Royal and VIP Executive Committee, the government body that determines security arrangements for senior royals and public figures. Any official requests involving public funds should go to Buckingham Palace. Where Harry and Meghan’s protection actually ends up is still an open question, and it is one that will significantly affect how freely the family can move around.
The palace’s major purpose for making the letter public
Journalists were informed by insiders inside the palace that the decision to publish the letter was planned. It was a very simple idea, it was better to release it clean than for it to leak out and make a bigger story. Given that almost everything involving the Sussexes finds its way into the press eventually, it was the more sensible approach.
What the letter also does, whether it is intended that way or not, is draw a public line in the sand. There has been concern among some commentators close to the palace that the couple’s return, together with their high profile and independent charitable work, could create a rival center of attention to the official working royals.By spelling out the rules formally and publicly at this moment, the palace is making clear that any appearances the Sussexes make in Britain will not carry royal weight, no matter how prominent they become.
Despite all the formality, the human picture is more nuanced.The children, aged seven and five respectively, have been enrolled into a British school. The family is relocating to a private residence outside of London, but the location has not yet been revealed. Some reports suggested that Harry had a private meeting with his father at Highgrove House in July, before the formal move. That meeting was described as an important step toward repairing a relationship which had become deeply fractured.
This isn’t the case with Harry and his brother. Whatever was once between Harry and William, there is little public sign of it thawing. The family dynamics that drove the 2020 split are not resolved by proximity.
As for Meghan, she has been busy. Her Netflix lifestyle series, With Love, Meghan, earned her a Daytime Emmy nomination in July 2026 for Outstanding Lifestyle Program. Reports suggest she is weighing a return to acting. Her professional life has continued to develop independently of anything connected to the royal family, which is precisely the arrangement the palace has now put into writing.
Legally and constitutionally this letter changes nothing. What it does is make clear to anyone in government or the military who might have been wondering that Harry and Meghan’s return to Britain is not the same as a return to royal life. It seems king Charles wanted that to be said out loud.
